Nell'espansione Europa Universalis IV: Leviathan, avrai a disposizione nuovi strumenti per centralizzare e accumulare potere per il tuo Paese. Per mezzo di nuove azioni diplomatiche, potrai affrontare le controparti più potenti e, grazie a nuovi strumenti economici, avrai le risorse per fondare ricchi imperi vassalli che generano ricchezza e sviluppo per la tua imponente capitale. 

Leviathan aggiunge nuovi miglioramenti anche ad altre aree di base del gioco, come le colonie e le reggenze.

• Ingraziati altre nazioni: cerca di entrare nelle grazie di altre nazioni e sfruttale per avanzare proposte diplomatiche.
• Nuove opzioni di reggenza: i consigli di reggenza rappresentano gli interessi della proprietà più potente, e possono essere estesi per ritardare l'ascesa di un monarca inadeguato.
• Nazioni coloniali specializzate: lascia che le tue colonie si concentrino sugli aiuti militari, sull'egemonia commerciale o sull'autonomia governativa.
• Concentra lo sviluppo: ora puoi sottrarre risorse di sviluppo ai tuoi vassalli o ai possedimenti territoriali per accrescere il potere della tua capitale.
• Saccheggia la capitale: depreda la capitale nemica come condizione per mantenere la pace, e riporta le risorse di sviluppo nella tua metropoli.
• Espandi le infrastrutture: le province possono ampliare la propria capacità di creare nuove strutture e manifatture, permettendo così alle nazioni più piccole di generare centri di ricchezza a un costo modesto.
• Centralizza lo Stato: riduci i costi governativi spendendo i punti di riforma inutilizzati.
• Totemismo: le nazioni che seguono la religione totemica possono venerare un pantheon di leader del passato, guadagnando bonus che riflettono le abilità che essi avevano in vita.
• Monumenti: espandi il tuo dominio e dedicati a grandi opere per aggiungere nuovi bonus al tuo impero.
• Nuovi modelli di unità: nuovi sprite dell'esercito per le nazioni del sud-est asiatico, incluse quelle di Indocina, Indonesia e Polinesia.
• E altro: è inclusa la possibilità di assediare le province nemiche, progettare i trasporti come nazione plutocratica, assistere alla conquista del favore pubblico da parte degli eredi che aspettano di ascendere al loro legittimo trono e altre modifiche.
