这个《Hearts of Iron IV》的国家包为黑海与爱琴海周遭的小国添加了专属国策树。保加利亚、希腊与土耳其在奋力抵抗强国支配博斯普鲁斯及达达尼尔海峡的战略航路之时，可以各自规划独特的历史道路与虚拟历史道路。
《Hearts of Iron IV: Battle for the Bosporus》的特色包括：
- 保加利亚国策树：平衡这片分裂土地上的多个派系，或夺回 1919 年失去的领土。维持真实历史上与德国的同盟关系，或抵抗德国对鲍里斯沙皇施加的压力，挺身为保加利亚的自由奋战。
- 希腊国策树：希腊因政治党派冲突而四分五裂，具争议性的梅塔克萨斯维持了希腊的中立性。在国王乔治二世的引导下与同盟国建立牢固的关系，延续极端保守派的路线采用法西斯体制，或恢复希腊帝国在东方的荣光。
